Galymzhan Koishybayev was born in Kyzylorda in 1968. He graduated from Lomonosov Moscow State University. He has a PhD in philosophy. February 6, 2024, by the Decree of the Head of State he was appointed Deputy Prime Minister – Head of the Government Apparatus  of the Republic of Kazakhstan.
